With further reference to the complaints of lawlessness and unrest on the border of Chinese Territory, I have to report that during the last week a large number of the soldiers remaining along the border have been sent back to Canton. The soldiers hitherto stationed at and near Sha Tau Kok have been disbanded, there being no pay available for them, and at Sham Chun only 53 remain, these being employed solely in protecting life and property in Sham Chun Market: apart from this, the whole of the frontier is quite unprotected. During the week two incursions took place from Chinese into British Territory, one on Thursday night across Starling Inlet to Yung Shu Au, and one across the Northern- -most point of the Territory to a house on this side. I would submit train that the Chinese Government should be asked what steps they are taking to restore order along the entire border. Ta In the meantime all the men at my disposal from Sheung Shui, Ku Ling, Sha Tau Kok and No. 3 Launch are engaged solely in patrolling the border at night.
